Building Coalitions for Sustainable Aviation
The Challenge
Decarbonizing an entire industry requires collective action
Working together on shared risks and opportunities. Systemic challenges like climate change, resource use, or regulatory shifts require collective approaches. Businesses need pathways to collaborate with stakeholders while protecting their license to operate.
The Philippine aviation sector faces urgent pressure to decarbonize in line with global sustainability goals. Sustainable Aviation Fuel (SAF) and carbon credit projects present opportunities, but adoption is hindered by fragmented stakeholders, policy gaps, and limited technical capacity.
The challenge was to create a neutral platform where government, airlines, fuel producers, investors, and communities could align around a shared roadmap for sustainable aviation .
Ampersand's
Approach
Deliver
Launched ISA as a knowledge hub and advocacy platform, providing expertise, research, and training events.
Created content campaigns and presentations that kicked-off and sustain dialogues between regulators, airlines, and SAF producers to drive policy reform.
Activated coalition branding and campaigns to build legitimacy and investor confidence.

Diagnose
Reviewed stakeholder ecosystems across government, industry, and international organizations.
Identified barriers to collaboration: siloed initiatives, uneven technical knowledge, and lack of policy clarity.
Analyzed global best practices and aligned them with the Philippine context.
Design
Shaped ISA’s business model canvas and operating framework to unite stakeholders under one collaborative platform.
Co-developed membership structures, technical working groups, and governance models that balanced inclusivity with efficiency.
Designed ISA’s impact measurement framework aligned with SDGs 7, 9, 11, 13, and 17.

The Outcome
Stakeholder alignment — government, industry, academia, and communities engaged under one structured alliance.
Policy influence — ISA positioned as a dialogue partner for government agencies on SAF and carbon credit initiatives.
Investment attraction — created a country access point for global technology providers and investors in sustainable aviation.
Capacity building — training and technical working groups strengthened human capital and knowledge transfer.
Credible positioning — ISA emerged as a visible leader for aviation decarbonization in the Philippines, aligned with global sustainability agendas.
Ampersand's
